Yes, you must be a homeowner. If you are not listed on the property title, someone who is must be available during the home visit.

The representative will need to view your electrical panel — typically located outside or in the garage — and a recent copy of your monthly electric bill.

None whatsoever. Home assessments are entirely free of charge, and there are no surprise fees at any stage of the enrollment process.
